Short answer: adults in New Zealand can import tobacco-derived nicotine pouches from overseas for their own personal use, in reasonable quantities. Shops inside New Zealand cannot sell them. Synthetic-nicotine pouches cannot be imported at all. That is why every New Zealand pouch order, including ours, ships from overseas and is imported by you.
Who regulates nicotine pouches in New Zealand
Nicotine pouches are not covered by the Smokefree Environments and Regulated Products Act, the law that governs cigarettes and vapes. Instead, Medsafe treats oral nicotine products under the Medicines Act 1981 if the nicotine comes from tobacco, and under the Psychoactive Substances Act if the nicotine is synthetic. Medsafe published its current position in September 2024 and revised it on 8 December 2025.
The three rules that matter
1. Retail sale in New Zealand is not permitted
Importing oral nicotine products for distribution or retail sale is not allowed unless the product has been approved as a medicine or a psychoactive substance. No nicotine pouch on the market today has that approval, which is why you will not find ZYN or VELO on a dairy shelf in Auckland or Wellington.
2. Personal import of tobacco-derived pouches is allowed
Medsafe states that tobacco-based oral nicotine products may be imported for personal use by the person who will use them. Brands such as ZYN, VELO, White Fox, PABLO and KILLA contain no tobacco leaf, but their nicotine is extracted from the tobacco plant, so they sit in this category. The person importing must be the person using the pouches.
3. Synthetic-nicotine pouches cannot be imported for personal use
Pouches made with lab-synthesised nicotine fall under the Psychoactive Substances Act and may not be imported for recreational use. Medsafe puts the responsibility on the importer to know which type they are buying. Pouchhut only lists tobacco-derived brands for this reason.
How much can I import?
Medsafe does not publish a fixed limit for oral nicotine products, but its general guidance for personal medicine imports is up to three months' supply, and the same yardstick is applied at the border. In practice that means an order sized for one person, not a carton for friends. Larger orders risk being treated as importation for supply.
What happens at the border
All international parcels can be inspected by the New Zealand Customs Service. Most personal-use parcels arrive without contact, but a border agency may hold a parcel, ask you to confirm it is for personal use, or in rare cases refuse it. Keep your order confirmation handy. Any duties or fees assessed on arrival are the importer's responsibility; at current thresholds, a typical personal pouch order attracts none.
Is this going to change?
The Government has signalled interest in regulating oral nicotine products, and Cabinet has agreed in principle to allow regulated domestic sale, but no law has been passed as of the date above. Until it is, the personal-import route is the only lawful way for an adult in New Zealand to obtain nicotine pouches.

Is snus legal in New Zealand?
Traditional snus contains tobacco leaf and is a tobacco product for oral use; its sale is banned in New Zealand. Tobacco-derived nicotine pouches contain no leaf and may be imported for personal use. In everyday NZ usage "snus" often just means nicotine pouches.
Can I buy ZYN in New Zealand shops?
No. ZYN is not approved for retail sale in NZ. It can be ordered from overseas for personal use.
Will Customs stop my parcel?
Any international parcel can be inspected. Personal-use quantities of tobacco-derived pouches are permitted; synthetic-nicotine pouches and resale quantities are not.
